Idle question 700 1990

My 90 740 GL has always had a rough idle, my question is could there be something clogged in the system making the IAC valve not work correctly not know how much air should be given? I have cleaned my IAC and I hear it working however it has to really in RPM's before it starts kicking on, even then it the idle will go back down and then back up when the IAC kicks on.

Also, I might have a small vacuum leak, but I'm thinking the oil breather box could be badly clogged.. would that cause this?
