Hella makes a fine headlamp. Cibie makes a fine headlamp.
I'd bet that a rep from either company would offer a strong argument stating that their own brand is superior to that of their competition.
If you're converting from old DOT style sealed beams, you'll CERTAINLY see an improvement, even if you don't do anything to improve the wiring. If you improve the wiring, the improvement will be markedly better.

Be careful, though - once you start down the path of lighting improvements, it can be hard to stop. There's no such thing as 'too much light' when driving in the dark. Except when there's oncoming traffic.
