As mister Mcduck stated, it's not REQUIRED.

That being said, not being able to get the transmission into first gear while rolling is a typical indicator of the general condition of the transmission. In my car, I can get it into first while rolling at speeds below 10mph if I'm gentle and just give it slight pressure. The synchros eventually catch up and it slides in. If I try to just force it into first it'll grind.

Some transmisisons are better and others are worse.
