wiper problems 200

It hasn't rained much here lately so I just tried to fix it today. I bought a used wiper motor on ebay. I installed it and it did not work at all. I don't know if I got a bad one or I have another issue going on. I've tried the fuse and the relay. what else is there? I did notice that the ebay one had a ground strap. My '91 and my '88 do not have one nor an attachment point for it. is one this older or newer? Should that make a difference? I attached it and also left it off but it didn't make a difference.
