I would try removing one wire from the starter - the one with the smallest
faston terminal and see how it does.
Many starters have a circuit that bypasses the ignition ballast when the
starter is engaged and yours might not have that terminal hooked right.
If it doesn't crank, put the wire you pulled back on and try another one.
