Read the FAQ twice and the third times a charm I guess because A lot of what I've been reading here click when I read it the last time.
I checked the Radio suppression relay and found the wax potting around the connectors on the harness side to be cracked/rotten. The red wire had been pushed back and was barely making contact. I put the red wire on and then slid the rest of the connector onto the relay and the car was able to start.
Still want to find out how the turbo is supposed to be connected or If anyone has a diagram or image link I would be very grateful.
