740 turbo stall/start problem and other questions.

Well, it's a T3, I should have been more specific. When the actuator was hooked up it had constant boost whenever the throttle was applied (according to the gauge) and you could hear the blow-off/bypass valve popping repeatedly while accelerating. The car also could not make it over 30mph.

So my questions are now :

Does the vacuum line normally run stright from the compressor side to the actuator?

Should there be a boost controller on that line?

Does the actuator arm extend or retract form it's resting (off) state?

Assuming everything else is normal would disconnecting the vacuum line result in an open wastegate or closed wastegate?

If the arm is not adjusted properly, how do I determine the correct length or setting?
