Compensator Board bypass question

I did the bypass thing...no change. Sounds dumb I know, but was I supposed to leave the board out after soldering the jumper between pins 1 and 3?

When you guys can stop laughing, let me know if the whole idea was to get rid of that board. Slow sometimes understanding simple things here!!
