I'm closer to the "kid" than to the parents, but I lean towards making him pay as well. It clearly teaches him that actions have consequences, and you can bet he'll be more careful with guns from now on.
As you said, you'll do the labor, so no charge there. Maybe just charge him for the used parts even if you decide to get new ones. If money is an issue, maybe you could have him "pay" by doing some work (like lawn mowing) for you of your daughter. Good luck with it!
