Manual says to increase caster to add shims (up to 2.5mm) to the rear bolt of the upper A-arm dogbone. This moves the upper ball joint towards the rear?

Yes. Try picturing it from the other end: if the dogbone bolts were loose and you pushed the upper ball joint towards the rear, the gap at the rear bolt would increase and the gap at the front bolt decrease, no?
