Well, there were two issue, neither was a broken wire.
For the record, George and Ron were right that there is a e-brake handle contact. It's not where you'd find it on an 1800 or 140. I only found it by following a wire along the floor. I'd hate to have to service the thing... So, the e-brake handle has a little metal bit on the side that hits the contact and closes it. It's adjustable and was... out of adjustment. Fixed that... light was out until I reconnected the hydraulic sensor - and then it still would not turn off.
So... I removed the sensor, cleaned the H-block and the sensor (pretty gummy on both). I ended up putting in a much cleaner sensor taken from my other 68 dual mater cylinder setup. Light turns off, everything is fine..
