As David indicated you can check for air flow restrictions by attaching a hose to the opening on the top once you remove the hose that is in place at this point.

Simply push a length of 1/2" hose on to the top and remove the oil filler cap before blowing into the hose. There should be no restriction to the applied pressure with the cap off.
