Many things can cause front wheel shake, but before ripping into the front end, be a bit lazy and check the following first.
All lug nuts tight. Sorry, but the best way is to start to "change" the tire. Start by loosiening the lug nuts and jack the tire off the ground and verify the rim is seated against the hub.
RE: New tires and a not so attentive installer. Certain Volvo rims are so close in tolerance to the center hub that they will hang before seating flush against the hub. Particularily if the installer just impacts the tire on without pushing the rim into full contact.
Also, some Volvo hubs had just a bolt to locate the rim instead of a pointed stud that sticks through the rim. With the bolt, the hub can be put on but will never be flush to the hub.
Then start looking for other possible causes.
