It doesn't take much dimensionally to allow it to do that...I wouldn't want the outer race being able to spin either...if you can exchange the bearing and try another, I'd try that first...if another bearing does the same, try another bearing manufacture if possible...I believe Loctite makes a product (not threadlocker obviously) which is intended for this kind of thing...it takes up just a bit of space...don't recall the name...the other alternative might be to just apply some gasket sealer to take up the slop and capture it better...
