This is a fairly common problem. If you can't find a new race that fits tight,
I would use Loctite "Bearing mount". I would not upset the surface with a prick
or center punch because if the stress was high enough to expand the bore, it
will be high enough to flatten the upsets also.
This expansion may be the result of a bearing that locked up some time past,
in other words heat and wear rather than ordinary stretching.
