YOU MIGHT TRY BLASTING THE UNDERSIDE WITH PRESSURE WASHER AND PERHAPS SOME WIRE BRUSH WORK. A PRODUCT CALLED ZERO RUST HAS A SPRAY CLEANER AND PREPPER = MIX POWDER IN GARDEN SPRAYER WHEN DRY PAINT WITH ZERO RUST - BETTER THAN RUSTOLEUM AND CHEATER THAN POR 15. ZERO RUST IS 60 PER GALLON OR USED TO BE AND MAYBE THAT WILL DO MOST OF UNDERSIDE.
