Hi Tony:

As you know, I have an identical engine in my Amazon-S and was faced with a similar situation getting it started. Likewise my B16B was rebuilt, but the non-Volvo shop did some things to make my life trying. One just has to read my restoration blog to see what I was up against. Off the cuff, battery grounding and fuel delivery were my "non-starters". Even last week, I had difficulty starting the engine and had to remove and clean the plugs that got flooded - my trick is to warm them in a discarded toaster oven then reinstall. As mentioned in another posting on the Amazon forum, the fuel can siphon back into the fuel tank if the check-valves and float bowl needle-valves aren't fully sealing. You may find you need to manually prime the fuel into the front SU by using the brass level below the fuel pump body.

Valves clearances are .020" or .50 mm for both intake and exhaust, but with a warm engine. Check to see if these are close, then re-adjust after your engine starts. Ignition leads (order of firing) are 1-3-4-2 counter-clockwise. I can send a picture of mine and from the parts manual if you'd like or check page 6591 of the resource I sent to you.
