Firstly, please... caps lock off

If it runs at all, your fuel pressure simply *can't* be so low as to just dribble. I'd guess you pulled the wrong fuel line. Perhaps the line you pulled is the return line... even then, there should be more than just a dribble though. As said...

Be careful.. very careful... pulling these potentially high pressure lines.

Since it runs well at higher RPM, I'd be looking into that vacuum leak and/or a basic tune up. Brake booster is the most common place for a vacuum leak if you've not touched any gaskets... Vice grip that vacuum line as diagnostic. Careful.. you won't have much for brakes when you do that.
