I don't think your double flare tool will work, since the rack lines I've seen are ISO "bubble flare", like our Volvo brake lines.
I would try a 3/16" I.D. Compression union, which will span a 1/8" cut-out section to get rid of the leaking pin hole.
Take one end of the line loose for working access. Worst case you can splice in a section of brake line (Autozone, etc.) using 2 compression unions. I believe they will take the pressure OK.
