Inside that shifter is a small solenoid, the piece that clicks when you actually step on the brake with the key on and in Park.
It does fail. The original 91-92 units were terrible and had to be replaced by the bucketful. Didn't see too many 93's needing it. However, it can be bypassed and the mechanics ought to have ZERO problems diagnosing the no-start.
Here I'm gonna assume a couple things: you have a good battery. Your cables are ok, and the battery is sufficiently charged to start a healthy car. The thing just won't crank. You turn the key, nothing. So far so good?
If so, basically the Neutral Safety Switch is doing its job. It thinks you're not in Park or Neutral, and won't allow the car to start. You can't get the shift lever to a different position because it's stuck and the thing won't release the lever. OK. You wanna fix it right and spend $$ or you wanna get on the road sometime this year?
If it's the latter, the shift interlock is rather easy to defeat. That solenoid pushes on a little yellow piece of plastic that actually IS the interlock. The plastic piece has a finger that prevents the top shifter button from pushing down and allowing the lever to unlatch and move. If you remove the shifter cover (2 screws at front, Torx heads I think on a 93) and pull it up, you can see the yellow plastic. It's held to the shifter assembly with a snap ring on a little pin. Break it off. That's it. Remove the yellow plastic and your shift lock will no longer be locked. You can shift to any gear whenever you want, just like every 1976-1990 240 did.
Now, the no -start. Try starting the car in Neutral. Does it work? If so, the neutral safety switch is a little out of adjustment. Two screws, right side of the shifter, loosen it and allow you to adjust it forward and back. There's a hook on it that links it to the shift lever's pin. Should be engaged. If not, loosen and hook it back on there (rare problem!). I bet it's just not lining up right when it's in Park. It could be bypassed if the no-start problem continues. The connectors cross over the shifter and come out on the left side, in the console side panel, under the heater control. You shouldn't have to mess with them but if this doesn't work, you can point the mechanics to those 2 connectors. One is for backup lights, one for the starter interlock.
