Bingo!
I'd recommend removing the bolt, putting enough spacers under it that the
bolt does not go any more than all the way through the nut when it is tight,
tack the nut in place, remove the bolt, then weld it for real.
Run a tap through it after that and assemble with grease to assure future easy
removal.
(But you probably knew that already!)
