If the plugs are wet the RSR is working. Turbos tend to gum up the idle air control valve (IAC). Remove it and clean it thoroughly w/ brake or carb spray cleaner. The valve assy should be free enough to flop around when you wiggle the valve back and forth. You can check the IAC operation by connecting the pos battery terminal to the center IAC pin and then grounding the side pins one at a time. The valve should quickly switch back and forth with a pretty good kick. Sometimes oil gets pushed inside the valve and gums up the brushes especially if your compressor bypass valve is bad. If you're pretty handy you can pry up the pins and take them apart and clean it up. Mark the can to get it back together right. There's a small plastic cone that has to be removed and installed on the shaft before you put it back together to spread the brushes.
