No OD? 700

I'd check the relay that controls the overdrive (OD) first. These things commonly fail. If you're handy with a soldering iron, reflow all the solder and add new solder if necessary. (Ebay is also a good source of used OD relays in purportedly working condition)

I too bought a cheap 740 and that was one of the first problems with it. Pulling the relay out, I had an initial look-see and it didn't appear that there was anything wrong with the solder points. That was until one day, as I was driving around and I stuck my hand in to the fuse/relay panel to jiggle the panel to get the dashlight going that I accidentally brushed against the OD relay and hey, I could actually make the OD come on off by will! Reflowing the solder at the legs fixed things.
