does the timing belt make a 'chirping' sound before it fails?

If it's not a loose V belt, it could be any of the rotating parts on the front of the engine: Water pump, alternator, PS pump, AC compressor/clutch, or the timing belt tensioner bearing. The timing belt itself doesn't usually make any noise, even if it's about to fail.
