Is the valve really necessary?

It would seem that some filters have the valve hold a reserve in the filter and some not ....but is it even neccessary on a B230NA?

I have heard that it is really important on a turbo. Of course, the only turbos I have ever had are 700/900 series, and the filter is mounted more at an angle ....which I would think would keep a reserve of oil in the filter regardless of having dainback valve or not. I am pretty sure that on all my various turbos there was oil in the filter at changing time, regardless of the brand.
