If you are sure that the solonoid is receiving 12V and "clicks" try a flush using Synthetic. I solved just a such a problem on my 88 740. OD worked perfectly ever since.
Another thing to try is to "hot wire" 12V directly to the solonoid to eliminate the possibility of a poor connection somewhere (such as the relay) causing the solonoid to not receive full power.
