...The 6 to 4 jumper also bypasses the underhood fuse.
Since the 25A fuse is in series with the Fuel relay, a start with the fuses jumpered could be bypassing:
1) A failure in the fuse or it's wiring.
OR
2) The relay.
OR
3) The known 561 ECU problem.
Numbers 1 and 2 are the most common, and my sense is that #2 has hardly been given a close check (which include the fuse's connection at the battery + terminal.
Personally, I wouldn't start with #3, the least common and most expensive "gamble". IMO, some further diagnosis is possible. And called for.
