I just fixed mine 700 1992

Mine is a 91 and it was acting in a similar way. It would sometimes stay at zero, sometimes work then return to zero.

I removed the cluster, removed the speedo. I noticed some deposits connecting some pins on the chips,leakage from a capacitor.
I cleaned off the deposits with a pin and a spray and put everything back.

Speedo works fine now. I should probably replace the capacitors but I had none on hand. I will in the future if it shows these symptoms again. I know that I need 1 x 10 microfarad, 1 x 6.8, 1 x 22. It was the 22 that was leaking.
