If the emissions test doesn't include an under the hood inspection and you do not live in a cold climate, simply remove the hose altogether, it is NOT needed to pass an emissions test. I would REALLY recommend removing it if you are not going to test the function of the thermostatic valve in the air cleaner box. If that is not working correctly, you are only going to be pumping hot air into the engine, which is REALLY not good for performance or for your air flow meter.
