You have a gift for clear, concise instruction! Thanks, for staying engaged. You mentioned the tests could be done in any order. Your second test, the ICU switching test seemed easiest to me, so I started there. The test failed; no spark, no buzz of the frequency valve or cycling of the fuel pumps. As you indicated, the ICU or the wiring then became the leading suspects. After the test, I traced the portion of the ignition wiring harness that I can see from above and everything looked okay. Next, I gave the connection at the ICU a push and a jiggle. Afterwards, I cranked the car and it started immediately. I have to conclude that either a) the tracing of the wires cleared a short or b) despite the recent addition of the connection sleeves to the ICU pins, the connection at that point is still weak.
I wanted to double check my test method while in a starting status, so I repeated the ICU switching test and this time I did get spark.
I believe the problem has been narrowed down to the wiring between the ICU and the distributor or the ICU connection itself. Do you agree with that conclusion?
