I agree. Check those first. The fact that the turn signals are working means it shouldn't be a fuse/relay issue... If you're not getting the bulb failure light, the only other thing I can think of is possibly the rear bulbs' circuit board... But again, as the signal is blinking twice as fast, it means there's less resistance and not as much power is being consumed by the bulbs since its a redundant system.
