Tight is a relative term...one guy's "tight" is another's "flopping in the breeze"!...and too tight puts excessive strain on the waterpump bearing, so there is an upper limit. Sure the belt needs to be snug, but too much of a good thing is not so good any more...without a quantitative measurement, I have mine adjusted so that (only) durng times of maximum load from alt. (right after starting, while it is recharging a low bat, and if I additionally turn on blower, lights and high power fogs), it is on the verge of squeeking. I figure that's just tight enough to transfer the power when needed, and no more as to stress the WaPu bearing. I also recommend very lightly sanding the belt and pulley contact surfaces (just to break the polished surfaces). Finally, locate and try some "belt dressing".
Finally, the manuals also show a more quantitative tension adjustment and measurement with a tension gauge...maybe mechanics have those, but it's unlikely casual mechanics do...
