The Green Book specifies that the belt "...should start slipping when the force applied is 8-11kg (17-24lbs)/lever of 150mm (6")"
I take that to mean that a socket mounted to a breaker bar pulled with a fishing scale placed 6" from the socket should cause the belt to slip somewhere around 20 lbs. of pull when you turn the alternator (generator) pulley with it.
If you want to do it according to the book, drill a hole in one of your cheaper breaker bars 6" from the drive head and pull it with that fish scale you never use. ;-)
I do it like Ron does. If it slips occasionally under heavy load, but doesn't slip 99% of the time, it is right.
Of course, there is always that "silent" slip. I have encountered that too, George.
