The 1 PSI per hour leak rate is based on a new water pump that is "oiled up" from the factory when new. On a water pump with 30+ K miles, I'd accept a mild "fart sound" from the shaft seals as air is thinner than coolant... duh!

The ultimate call on a used water pump is if its pee-hole is wet!
