the jets are just tubes that allow the intake vacuum to pull fuel and air into the engine. If they don't function your car would not run. The tube should move down from the choke mechanism and up from a spring. Down is rich-as-heck, up is normal (warm engine). The choke makes the mixture super-rich by lowering the jet - changing the jet-to-needle relationship.
Seriously. Not to sound like a broken record, but just take one of these babies off and inspect it. Play with the moving parts. Take it apart. Put it back together. Once you understand it you will be much better off.
It is a dog-simple mechanism and you should be able to fully grasp the function of each part. If your Pop's a mechanic, he should be able to help you.
If not, you should just get a good mechanic and pay him/her to sort all this out for you.
