There's a spring on the back of the speedo that goes from the lever to the reset button and is driven off of a gear from the speedo. I had a similar problem with my '88 when I put in a '91 cluster.

No offense but did you press the lever far enough until you felt the actual switch move. If the PO didn't reset it often enough; it could have become stuck.
