George,

If neither alternator is pulling in, I would suspect the regulator is not cutting in. Leave the cover off and watch the cut-in contact. It should pull in when power is connected (key turned on). If they never close, the alternator is isolated from battery voltage.

Is there a bulb in the charge indicator?

Do you have the Green Book that shows the SEV and the regulator?
