Have you replaced the Temp Compenstator Board yet with the jumper? If no, start there, used to have the same issue with my 86. Removing the board and adding the jumper fixed that for good.

If yes you have removed the board, I would start with a good flush, cleaning, and pressure test on the Radiator.
