It's been a while, but IIRC, on 200 series cars, there is a 2-pin diagnostic connector attached to the one of the valve cover bolts, near the back of the cover on the driver's side(North America). It actually serves no purpose after the car leaves the factory. Someone may have removed it from the valve cover and just let it flop around.
