Power steering pump problems on commute 700 1987

Belt is rather tight - as per the FAQ, I have 1/4" deflection at the longest point. I tightened the belt to this point about 4 months ago in an effort to rule out belt slippage as a source of PS whine. Still tight; it was the first thing I checked, then the PS reservoir. Fluid is clean, and changed out only two months ago.
