This is from my manual for models up to 1995: I don't think it is any different for the later years.
Timing belt pulley arm: 30 ft lbs. (40Nm)
Idler pulley: 18 ft lbs. (25Nm)
Water pump bolts: 15 ft lbs. (20Nm)
Yes, grease the pivot point for the tensioner.
Not sure what you mean about do anything to the serp. belt.
Accessory belts should never be dressed or lubricated. If is squeaks or squeals then something is out of alignment or not tight enough. Your tensioner could be shot, the get caked with dirt and dust and then loose their tension, and the pulley bearing wears just like any other idler pulley in the loop. I use a 3/4" adapter on my 1/2" drive socket wrench to release the tensioner, there is a hole to place allen wrench to hold it open.
