Wiper Problems Persisting 200 1988

I JB Welded the magnet back in place and with high hopes put it all back together. I plugged the socket into the motor before I put the motor into the mounting holes, touched the ground on the metal and got a small spark, but still no revs on the motor. So I completed the re-inst. and have gained no ground. Any other ideas? Thanks!
