No AC? 700

A bad ground won't cause the fuse to blow. Try disconnecting the power wire at the compressor and see if the fuse still blows. If it does, the power wire to the compressor is probably touching vehicle ground. If the fuse doesn't blow, then the compressor itself has a problem.
