The 740 sounds like a longshot. Without driving the car or even hearing it run what can you really know about it? If the seller can't make it drive then everything from the radiator all the way back to the differential is suspect. With all those unknowns I couldn't justify making an offer for more than parts car money, but that's me.
The 940 may be just fine but at that mileage you can be sure that it will need a bunch of parts and work to make it a nice daily driver. To be safe budget an extra $1000 (plus labor if you're not doing your own wrenching) to bring it up to snuff.
