voltage stabilizer 140-160 1971

The 14v was measured @ the regulator off the generator. The new stabilizer was a new Solid state vdo unit. Although it wasn't a direct fit it did work producing 10v of power.
Before installation I made a resistance check that measured 10ohm ,as directed by a volvo dealer service tech to check where my initial gauge problem was. I had also checked ground resistance which was excellent.
Could there be something back feeding? I also have a battery drain that I haven't figured out yet that I believe stems from the ac unit.
The gauges, when they worked, did shut off as they should with the key.
Unfortunately in the middle of Nebraska there aren't many (if any) that know much about voltage stabilizers!
