It's definitely not a guaranteed fix, but the ground screws inside the AMM (you have to open the connector) might be corroded. I started getting 1-2-1 codes every week or two (doesn't light my CEL) and then decided it was toast, so I opened it up. I didn't find much, but I removed the big philips head screws under the cover and found the right one to be corroded. The hole it fit into was also corroded.
I had a high voltage on mine as well (2.9 to 3.3 depending on where I grounded it).
It stopped throwing 1-2-1 codes and sucking down gas. Does yours suck gas? I was getting 14.5 on the highway instead of the usual 20.
I'm not sure that it's fixed, but it's been getting me by.
I re-sealed the AMM with clear, flowable silicone for glass applications. It looks like what was used before.
