When I read your post, I did consider that maybe you didn't mean that the buffing should never be done, but only that it did not enhance the value for sales purposes. Is that what you meant?

I "window shop" on ebay at times, as I suspect many car buffs do. I am often surprised to see the money that a totally neglected barn find brings compared to a pretty good running example. You can look at the barn find and know that it would take 3 or 4 thousand cash plus the labor to get it up to the condition of the pretty good example, and yet the pretty good one only brings about a thousand more than the barn find.

Back in the late 60s I almost traded my Healey 100-6 straight across for a perfect but faded blue split window factory camper VW bus. It wasn't really chalky; it just had no gloss left. Maybe it was washed regularly, but never waxed. The finish was very uniform, and it gave it a very comfortable look.
