I agree that the Volvo in the video looked pretty clean and it is a shame to see a car like that get scrapped. But I'm not convinced the program is as misguided as you believe. Most of the scrapped vehicles are POS Explorers and similar 10+-year-old SUVs that are clearly worn out. Do you really want those things sharing the road with you? I live in Mississippi and see a lot of unsafe, poorly-maintained (no, non-maintained) things being driven recklessly. The drivers need their licenses taken away, but that's politically impossible here. The next best thing is to get those dangerous cars off the road.
