Ken,

I would not try to turn an engine that has been sitting for 15 years before pulling the plugs and shooting the cylinders with WD-40. Then I would pull the valve cover and lube the valve train with an oil can, and if it is a cam-in-block engine, pour plenty oil down around the push tubes to lube the cam and followers.

Then I would see if the engine would turn.
