radio ground has +12 volts?

I'm getting the 2 wires with 12v - one constant and one switched. But also this 12v on the black ground wire which is stumping me so far. Boat wouldn't start today so I got sidetracked on a mercruiser starter slave solenoid today. Anyway I'm grounding to one of th bolts underneath the fuse panel on the tunnel. Tomorrow I'm going to trace that ground. I did pull the plug off the amp and label the back 4 speaker wires...
